The US Enters the NWO, Erosion of the
American System

Intro
1. Previous sessions: looked at UN, how NGOs are very influential, how environmental NGOs are shaping UN policy on the environment
2. Last week: looked at environmentalism in the US; Wildlands Project, environmental stance of President Clinton and Vice President Gore
3. I’m speculating that environmentalism will be a key issue our national leaders will use to bring the US into the NWO
4. This session: examine some of the methods our president is currently using to bring America under world governance
Intro: Constitutional provisions
1. Founding Fathers formed government with checks and balances to avoid concentrating power in any one person.
2. Country had broken away from an oppressive ruler and wanted to prevent any future dictator from emerging.
3. Constitution designates Congress as the legislative branch, with exclusive function of lawmaking.
4. Executive Branch is charged with carrying out laws passed by Congress and upholding Constitution.
5. has been a gradual transfer of power to the Executive Branch; condition known as National State of Emergency was instrumental in this transfer
National State of Emergency
1. War and Emergency Powers Act, passed by Congress in 1933, never been repealed; it recognized it’s important in state of war for president to act quickly.
2. Authorizes president to declare NSE at own discretion without congressional approval, issue orders as needed.
3. No statute of limitations on NSE, since can’t predict how long emergency will last.
4. President decides whether to rescind declaration of NSE.
5. Successive presidents can allow declaration of NSE to remain, can have more than one; we currently have several NSEs in effect.
6. Congress can’t revoke NSE declaration.
7. this was acceptable transfer of power to president, allowed new use for EOs
Executive Orders
1. Original use of EO: a memo from President to Executive Branch implementing existing law. Congress made law, president implemented. Constitution, Article 1, Section 1: all legislative power is vested in Congress.
2. Under War Powers Act, use of EOs began broadening to cover contingency plans.
a. Supreme Court ruled president had “Implied powers”
b. led to use of EO to implement policy, essentially make law without congressional approval.
3. Current Process
a. President signs new EO, posts in Federal Register where available for congressional review.
b. If no congressional action during waiting period (30 days?), EO becomes law.
c. Unfortunately, is no notice given to legislatures that an EO has been posted and they’re too busy to read all legislation, so many EOs become law without any congressional review.
d. All recent presidents have written hundreds of EOs; several each week
e. President can write EO for almost any purpose: normal daily business, contingency plans for emergencies, so on
4. Result:
a. Congress feels it’s powerless against presidential use of EOs
b. We have the making of an American dictator.
c. Under declaration of National State of Emergency, President can invoke relevant EOs and assume any powers he deems necessary.
d. This includes possible suspension of Constitution, assumption of dictatorial powers as we will see
Other vehicles a President uses to direct affairs of nation
1. Presidential Decision Directives (PDD). Essentially same as EO, but classified for security; kept secret from congress and public.
2. Presidential Proclamations. President simply proclaims a new policy or action.
3. these are vehicles President can use; most commonly used is EO
Examine some very significant EOs; show major actions taken by our presidents, especially in National State of Emergency
President Kennedy’s EOs, 1961-1963
EO10995 Allows the government to seize and control the communications media.
EO10997 Allows the government to take over all electric power, petroleum, gas, fuel and minerals, public and private.
EO10998 Allows the government to take over all food supplies and resources, public and private, including farms and equipment.
EO10999 Allows the government to take over all means of transportation, control highways and seaports.
EO11000 Allows the government to mobilize American civilians into work brigades under government supervision; allows the government to split up families if believed necessary.
EO11001 Allows the government to take over all health, education and welfare functions and facilities, both public and private.
EO11002 Empowers the Postmaster General to operate a national registration of all persons: men, women and children, for government service.
EO11003 Allows the government to take over all airports and aircraft, including commercial aircraft.
EO11004 Allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned as "unsafe," and establish new locations for populations.
EO11005 Allows the government to take over railroads, inland waterways and storage facilities, public and private.
EOs can do things that under normal circumstances would be unacceptable.
President Nixon’s EOs, 1969-1974
President Nixon declared National State of Emergency regarding the economic instability (rising inflation and unemployment), issued EOs dictating specific economic controls to stabilize the economy; such as wage and price controls. Also:
EO11647 (2/10/72) Creates ten Federal Regional Councils; divides US into ten regions with commissar over each, own capital; completely independent of states. Purpose: streamline operations in event of national emergency. December 1973 issue of Smithsonian Magazine showed new flag: 10 stripes, one star. I’ve also seen documentation of new Constitution to be invoked when needed.
President Carter revoked EO11647, 7/20/79 (EO12149). Much of EO11647 was already accomplished; ten Federal Regions were already formed and operational. Carter’s revocation was not retroactive; so did not dismantle what had been done, or shut down what was already operational.
EO11647 is partially in effect. The ten regions do exist, as do the individual departments and heads of departments established under EO11647; still funded in federal budget.
America being prepared to enter the NWO
1. Former Presidents have made provisions for radical changes in US system; we’ve listed just a few
a. US has been under many National State of Emergency declarations in recent decades; several NSEs in effect now, have been for years
b. only one thing needed: for President to invoke appropriate EOs under NSE
c. Congress and Supreme Court over the decades have allowed this system to evolve; in effect, recognizing the need and endorsing the practice.
d. I suggest: Executive Orders, Presidential Decision Directives, Presidential Proclamations are the vehicles our presidents (“presidents,” plural) have been using to merge the US into the NWO
2. NWO is coming of age now
a. NWO is really global governance
b. If American public/congress do not accept NWO voluntarily, US must be brought into it by force.
c. global governance cannot be effective with strong, independent US.
d. Also, Bible prophecy cannot be fulfilled with strong, independent US.
e. NWO is coming to US.
f. shown in previous sessions that most of world is opposed to US culture and influence
g. shown that world leaders stated US cannot be allowed to continue as we are
h. many General Assembly resolutions are currently pending that would destroy our economy by giving our resources to third-world countries; these resolutions already passed
i. only one thing has prevented those resolutions from being enforced: American power in the UN
j. shown how UN currently is being restructured to prevent dominance by a single nation; it’s only a matter of time before we become subject to UN control (i.e., NWO/global governance)
3. George Bush was first American President to publicly speak of NWO; during Operation Desert Storm against Iraq.
a. Bush was deeply involved in NWO before becoming president.
b. Some suggest that Bush was made President to introduce NWO to America.
c. Americans generally didn’t buy it; nationalism too strong.
4. quote from President Bush’s televised address to Congress, September 11, 1990 (as quoted in Pat Robertson’s book, The New World Order)
a. “A new partnership of nations has begun. We stand today at a unique and extraordinary moment. The crisis in the Persian Gulf, as grave as it is, also offers a rare opportunity to move toward an historic period of cooperation. Out of these troubled times, our fifth objective — a new world order — can emerge: a new era, freer from the threat of terror, stronger in the pursuit of justice, and more secure in the quest for peace. . . .
b. “When we are successful, and we will be, we have a real chance at this new world order, an order in which a credible United Nations can use its peacekeeping role to fulfill the promise and vision of the United Nations’ founders.”
c. President Bush began using term NWO frequently
d. I’ve given only one representative quote to show his support and perspective of NWO
5. US has had leading role in development of NWO
a. the fathers of NWO were virtually all Americans
b. US technology and infrastructure are critical to success of NWO
c. US would not have to cease to exist for NWO to become fully functional
i. declaration of martial law under National State of Emergency would be sufficient
ii. would allow federal control of entire infrastructure; in fact President Clinton has written numerous EOs to protect America’s infrastructure
iii. NSE and martial law would permit suppression of dissidents; i.e., anyone who objected to his power grab
iv. there would be no recourse by public or Congress; President would only have to declare it so, and our American liberties would be history
d. US would not cease to exist under NWO, but would have to radically change for global governance to be effective
i. an independent & strong US continues to give hope for people in subjugated countries
ii. repression of US would make NWO inevitable and irresistible for all other countries
e. in case you think NWO would not be all that bad
i. we cannot judge NWO from perspective of US government and culture.
ii. America is <5% of world population, we cannot and should not try to Americanize the world.
iii. rest of world is socialist, communist, Muslim and/or poverty-stricken third-world; they do not generally embrace our system, culture or lifestyle — most are strongly opposed to our influence
f. under NWO, any nation whose people or government stubbornly resist world governance may be disciplined by UN military force.
i. I’m aware of several credible prophecies that indicate an invasion of America by UN forces; I think such an invasion is very plausible.
g. many organizations advocating NWO are based in America, including environmental groups, as discussed last week
i. a few people advocate NWO for personal power.
ii. but most leaders and advocates promote it to solve global problems.
iii. average person embraces because hopes for personal solutions.
h. problem: personal and global problems are result of sinful human nature.
i. NWO can only use legislation, programs, indoctrination, brute force; cannot change human nature.
ii. NWO’s attempts to solve issues will only compound the problems
iii. I believe global government’s struggle for peace and security will produce the most oppressive and tumultuous period of human history — the time of great tribulation.
iv. I suggest the time during which NWO is officially being put into effect — now — is time Jesus called BoBP.
We’ve examined a few actions of previous presidents that would make it easier to bring US into NWO. Let’s consider a few of President Clinton’s actions.
President Clinton’s EOs (a few representative ones)
1. EO12852 President's Council on Sustainable Development (June 29, 1993); formed in response to UN’s emphasis on sustainable development, as discussed in previous sessions; he’s implementing UN policies by issuing EOs
2. EO12986 International Union for Conservation of Nature and Natural Resources (1/18/96); granted IUCN immunity from legal suits.
a. What is IUCN and why would President give it legal immunity?
b. According to IUCN’s web site, is one of the world’s oldest international conservation organizations (established in 1948), today is the largest.
c. Is a union of other organizations. It brings together 74 governments (such as the governments of the US, China, Japan, the UK, Brazil), 105 government agencies (such as the US Environmental Protection Agency and National Park Service), and more than 700 non-governmental organisations (such as Friends of the Earth and Wetlands International). [IUCN’s web page listing all members is under construction]
d. Refers to itself as World Conservation Union.
e. IUCN has helped draft major global conventions: on biological diversity, wetlands, world heritage, trade in endangered species of flora and fauna, many others
f. Why would President Clinton grant it legal immunity in US, unless he anticipated problems from US public or Congress? Not clear to me whether this immunity extends to IUCN members. But President’s action indicates IUCN is a primary player in environmental legislation.
3. EO13061 Federal Support of Community Efforts Along American Heritage Rivers. [AHRI, American Heritage Rivers Initiative. 9/11/97]
a. Remember UN’s World Heritage program discussed in previous session. 1996, Heritage Areas Act defeated in Congress; would have given Congress authority to designate areas of land as heritage zones.
b. After defeat of the Act, President Clinton wrote his own version and issued it as EO 13061, which established the American Heritage Rivers Initiative (AHRI).
i. “The American Heritage Rivers initiative has three objectives: natural resource and environmental protection, economic revitalization, and historic and cultural preservation.” Provides federal assistance to local communities to meet the three objectives.
ii. “In accordance with Executive Order 12630, agencies shall act with due regard for the protection of private property provided for by the Fifth Amendment to the United States Constitution. No new regulatory authority is created as a result of the American Heritage Rivers initiative. This initiative will not interfere with matters of State, local, and tribal government jurisdiction.”
iii. However, in spite of this rhetoric, EO creates American Heritage Rivers Interagency Committee and makes federal funds available; now land in proximity to rivers identified in AHRI no longer under exclusive control of states. Sounds like federal control to me.
iv. Authorized 10 rivers in first phase; in July 1998, EO13093 increased the limit from 10 rivers to 20. Same month, President declared 14 rivers part of AHRI in first phase. Each year, president can add more rivers.
v. Rules governing each river are administered by bureaucrat appointed by Interagency Committee. President’s Council on Environmental Quality oversees the program.
vi. EO for the AHRI is an unconstitutional transfer of power from the states to federal government; and permits willful confiscation of private land by federal government. Opinion of James Hirsen, professor of law, author of book, Government by Decree.
vii. Remember Wildlands Project: core reserves, buffer zones, corridors. Corridors often are rivers; corridors have government controls limiting public use
viii. AHRI could be step in that direction
4. EO 13083 Federalism
a. 14 May 1998, Clinton signed EO 13083 while in England, without making any announcement; subject: federalism, the power that resides in the federal government as opposed to the states.
b. In effect, it voided the Tenth Amendment of the Bill of Rights: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.”
c. EO lists 9 situations in which federal government can interfere in sovereignty of states however and whenever it wants. A blatant power grab.
d. 5 August 1998, Clinton under great pressure from governors, mayors, members of Congress, issued EO 13095 to suspend EO 13083; did not revoke EO 13083, only suspended it. Appeared Clinton holding EO 13083 for future use.
e. 5 August 1999 (one year later), Clinton issued new EO regarding federalism: EO 13132, which revokes EO13083.
f. EO13132 requires federal agencies to notify states before enacting new regulations that would affect them.
g. Having “consulted” the elected officials of affected states, the agency can proceed as they choose with the new regulation, with or without state approval, as long as the agency documents the concerns expressed by the elected state officials.
h. “Thanks for your input. Now here’s the new regulation.”
5. EO13112 Invasive Species.
a. based on Convention on Biological Diversity: “Prevent the introduction of, control or eradicate those alien species which threaten ecosystems, habitats or species”
b. “alien species” is plant or animal not native to the area
c. EO13112 creates Invasive Species Council responsible for monitoring activities to eradicate/suppress alien invasive species
d. “Section 1. Definitions. (a) "Alien species" means, with respect to a particular ecosystem, any species, including its seeds, eggs, spores, or other biological material capable of propagating that species, that is not native to that ecosystem.”
e. definition so broad, could include any plant, animal or human not native to a given ecosystem
f. given radical environmental concept of cores, buffers and corridors, could easily consider humans an invasive species, subject to government control within these protected areas.
g. it takes very little imagination to see this happen
6. Background: Global Biodiversity Agreement
a. Remember: Biodiversity Treaty, issued after Rio Earth Summit in 1992; President Clinton signed treaty in 1993. Senate rejected the treaty.
b. White House made it clear ratification would be a prime objective. Since then, Clinton invoking individual provisions of the treaty through EOs and memoranda.
c. Global Biodiversity Assessment (GBA) implements the Biodiversity Treaty. Uses terms such as buffer zones, corridors, core reserves; transforms way land use would be regulated by establishing commissions, administered by governments and affiliated with UN.
d. Important: Under GBA, approximately one fourth of land in continental US would be set aside as wilderness area. Remember: Wildlands Project advocates 50%. But GBA is an international agreement that is in effect, being implemented. Rest assured, US is moving toward GBA goal of 25%.
e. GBA also includes plan to relocate citizens over a period of 20 to 50 years, so people are removed from “environmentally sensitive areas.”
f. Explains why our President is taking such strong radical action through EOs, bypassing public debate and congressional review.
Presidential Proclamations (Clinton)
1. P6920 Establishment of the Grand Staircase-Escalante National Monument
a. Clinton issued Proclamation 6920 declaring nearly two million acres of Utah land to be a national monument; remember UN’s World Heritage Program. Land literally snatched away from people and state of Utah. Designation as national monument prohibits mining of the land; is one of greatest untapped natural resources in US: high quality coal, natural gas, zirconium and titanium, oil. People of Utah, apparently including elected representatives, not even informed before announcement made. In addition to 2 million acres of public land, hundreds of thousands of acres of adjacent private land were seized; pattern: core reserves, buffer zones.
2. Similar, but separate actions [optional]
a. Yellowstone National Park was given status as World Heritage Site, so is now under UN jurisdiction. Yellowstone comprises over 2.2 million acres of land. Also may be “buffer zone” around Heritage Sites, additional land highly regulated in name of environmental protection. UN’s World Heritage Program ensures buffer zones are free from “human encroachment.” Crown Butte New World Gold Mine of Wyoming was located five miles outside of Yellowstone. According to UN, gold mine was too close to Yellowstone National Park and intrudes upon the buffer zone, so in 1995 the mine was shut down, even in absence of environmental problems. Clinton administration supported closure of the mine. In this case, international law with support of executive branch, usurped both federal and state sovereignty, and nullified ownership of private property.
b. 1993, World Heritage Committee recognized Everglades National Park as a World Heritage Site. Farmers whose land located north of park came under new restrictions, regulations and land use laws.

Several examples of President Clinton changing laws already passed by Congress
1. PD97-1. Assistance Program for the New Independent States of the Former Soviet Union [removes restriction specified in law passed by Congress]
2. PD97-2. 11/11/96 [I determine that it is in the national interest for the Export-Import Bank of the United States to extend a loan in the amount of approximately $383 million in connection with the purchase of the nonnuclear balance of plant equipment and services for the Qinshan III nuclear power plant in Zhejiang Province, the People's Republic of China.]
3. PD97-3. 11/11/96 [I determine that it is in the national interest for the Export-Import Bank of the United States to extend a loan in the amount of approximately $409 million in connection with the purchase of U.S. equipment and services for the Yangcheng coal-fired power plant in Shanxi Province, the People's Republic of China.]
4. PD97-15. 12/27/96 Assistance Program for the New Independent States of the Former Soviet Union [I hereby determine that it is in the national security interest of the United States to make available funds appropriated under that heading without regard to the restriction in that subsection.]
5. PD97-17. 2/21/97 Suspending Restrictions on U.S. Relations With the Palestine Liberation Organization

“Clinton decries treaty’s loss”
Subtitle: “President says U.S. will honor it anyway”
A day after the Senate defeated a treaty banning underground nuclear testing, President Clinton vowed yesterday that the United States will abide by the treaty anyway, condemned “new isolationists” in the Republican Party and warned of the consequences of electing a GOP president and Senate. . . .
Senate Majority Leader Trent Lott insisted that the treaty fell 19 votes short of the two-thirds needed for ratification because of its substance, not politics.
Notes:
1. primary objection to the test ban treaty: it’s not verifiable
2. regardless of which side you take on the test ban treaty, the greater issue is this:
a. Constitution requires Senate approve all treaties by 2/3 majority vote (67 votes)
b. Senate rejected the treaty; only 48 voted in favor, so treaty lost by 19 votes, a significant margin
c. Clinton denounces the Senate, declares he’ll honor the treaty anyway; clear violation of Constitution
d. why? I suggest: treaty is an important international item, supported by UN

Example of President Clinton using EO to set regulations that should be considered by Congress, 30 Oct 99: overview of Richmond Times-Dispatch article, “Clinton acts to protect patient data”. Subtitle, “Executive order likely to spark major debate”
1. President Clinton issued an EO on 29 October regulating the privacy of medical records. “These standards represent an unprecedented step toward putting Americans back in control of their own medical records,” said Clinton.
2. apparently, EO contains 600 pages of regulations to protect medical records
3. issue of medical record privacy aside, notice Mr. Clinton used EO to create detailed regulations affecting private sector, completely bypassing Congress which is responsible for writing legislation governing private sector
4. exhibits dictatorial approach by President, demonstrates his broad use of EOs
5. this is how major changes get made without any accountability
President Clinton is working diligently to prepare US for NWO. He’s using EOs to take action Constitution delegates to Congress, doing it without congressional approval. Usurping Congress’ authority. Notice: congress is not strongly opposing him. Why not? Blackmail (FBI files)? Are they part of the plan (many congressmen support it)? Are they powerless to do anything (many think so)? Or do they realize the UN’s global governance is inevitable, futile to resist?
In conclusion, some general comments
1. Some people are very concerned about fighting globalism, being actively involved in politics to influence programs and legislation, or exposing anti-Christian practices and statements. I don’t object; I think all these are appropriate, our right as American citizens, our obligation as salt and light in this world.
2. However, I would greatly prefer that Satan’s kingdom be worried about what’s happening in God’s kingdom, feel hopeless because of the progress God’s kingdom is making, feel despair that one day soon the earth will be the Lord’s kingdom. Instead, we feel worry, hopelessness and despair about them. They view us as radical whackos and nuisances. I have to admit: Christians have exhibited ungodly behavior in the name of God, done some atrocious things in the name of God, made unfounded and ridiculous accusations in the name of God. Actually, I’m inclined to agree with the other side’s perspective of us. We have acted like whackos and been simple nuisances.
3. I’m deeply concerned about spiritual anemia among believers. Even among core Christians who are aggressively seeking the Lord and conforming themselves to his image. My cry: “Where are the glory and power of God among his people? How must we prepare ourselves so God can do his work through us?” That’s my heart’s cry.
4. I suspect: If all believers became little Christs (Christians) and did what God called them to do — both “be” and “do” — our spiritual enemy would be in retreat and we wouldn’t have the political, social and culture issues we’re fighting today. We’re fighting the enemy on our front porches because we’ve been preoccupied with indulging ourselves in God’s blessings instead of using God’s resources to advance his kingdom as he expect us to do. We cannot and will not advance God’s kingdom by focusing on ourselves — our needs, our desires, our feelings, our belongings. God’s kingdom is not about us. It’s about him.
5. We cannot and will not defeat our spiritual enemy through political methods. We defeat Satan one soul at a time. Jesus said, “go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you.” We have generally neglected our commission. Is it any wonder Satan is succeeding? How should I respond to the situation? I must be a disciple of Jesus; I must obey everything he taught; and I must make other disciples and teach them to obey. One soul at a time. If we made disciples of everyone in America, we’d have much fewer social, political and cultural problems.
6. It is appropriate for us to oppose corruption — moral, political, social corruption — but it’s essential for us to be holy. You don’t get rid of darkness by fighting it; you get rid of darkness by being light. It is appropriate for us to discuss the issues with unbelievers, but it’s essential for us to express spiritual truths with words taught by the Spirit. The spiritual battle is not won by intellect, because an unbeliever cannot understand the things that come from the Spirit of God; persuasive human words will not do the job, but speaking spiritual truths with spiritual words and the demonstration of the Spirit’s power will do the job.
7. The Lord’s return is getting so much nearer. Isn’t it time we neglected all the unimportant things we do and focused on building his kingdom? I’m hoping to impart a sense of urgency through this series on the beginning of birth pains. I want you to have an unwavering confidence in the Lord and his soon return, and be willing to sacrifice whatever he asks so you can focus on crossing the finish line successfully.
8. I’m not trying to educate you about current events or political science. I’m trying to convince you that we are in the last of the last days, and motivate you to become zealous for God and his kingdom.
9. That’s what this teaching is all about.
